ETSI Quantum-Safe Cryptography

If NIST answers "which algorithms?", ETSI answers "how do we migrate?". The ETSI Quantum-Safe Cryptography Working Group, sitting under TC CYBER, leads on migration strategy, hybrid key exchange, and crypto-agility — and co-runs the field's flagship annual conference. It does not design algorithms; that remains NIST's role.

Where ETSI sits

ETSI is the European Telecommunications Standards Institute, but its cybersecurity work reaches far beyond Europe and telecoms. The Quantum-Safe Cryptography (QSC) Working Group operates within TC CYBER, ETSI's cybersecurity technical committee. Its remit is the practical, organizational side of the transition rather than the mathematics of the schemes themselves.

What the QSC WG focuses on

The ETSI/IQC conference

ETSI co-runs the annual ETSI/IQC Quantum-Safe Cryptography conference with the Institute for Quantum Computing. It is one of the field's principal venues, bringing together standards bodies, regulators, vendors, and researchers to coordinate the transition — a useful pulse-check on where consensus is forming. The 2026 ETSI/IQC Quantum-Safe Cryptography conference took place on 16–18 June 2026 in Ottawa, Canada.

How to use ETSI material

When you have decided which algorithms to adopt (from NIST/IETF), ETSI's reports help you decide how: how to phase the rollout, where hybrid is warranted, and how to keep the estate agile for the next change. This makes ETSI especially valuable to architects and migration program owners.

Note
ETSI's hybrid and crypto-agility guidance aligns closely with the conservative stance of European regulators such as BSI and ANSSI, who favor hybrid deployments. Read ETSI alongside those mandates rather than in isolation.
